Notice of Race 2012

1. ORGANISATION

1.1 The Grenada Sailing Festival 2012 is organized by Grenada Sailing Festival Inc. under the auspices of the Grenada Sailing Association. Race Headquarters is located at the Grenada Sailing Festival Office, at Port Louis Marina, Lagoon Road, St. George's, Grenada.

2. RULES

2.1 The regatta will be governed by the rules as defined by the ISAF Racing Rules of Sailing, the 2011 CSA Rules, 2011 IRC Rules, and the One Design Rules of entered classes including any changes in the Sailing Instructions.

2.2 All competitors must comply with ISAF Regulation 20, Advertising Code.

3. CLASSES

3.1Yachts may enter to sail in the following Categories:

IRC Racing: Sails must comply with RRS and IRC Rules
CSA Rated Classes:
  Racing  
  Cruising: Spinnakers are not permitted.
  Charter: Boats must be part of a recognized charter fleet and must be sailed as normally equipped by the Charter Company.  Headsails shall not be poled out. Spinnaker poles or other forms of bearing out spars are not allowed. Yachts must carry all the equipment normally carried on a bare boat charter except for the dinghy and its motor, oars and fuel tank. Biminis may be removed and sail covers may be tied down to the boom but not removed. Any boat found to be stripped or lightened may be subject to a penalty imposed by the International Jury. Yachts must comply with all safety requirements including:  “No part of an anchor shall overhang the bow or stern while racing”.

One Design: Must comply with their Class Rules or an agreed upon Local Rule and have a minimum of 5 boats pre-registered by 31st. November 2011 to be given separate Windward/Leeward courses.
OTHER CLASSES: Consideration will be given to PHRF, Level Racing, or other classes, provided there is a minimum of five entries in that category.

3.2 Classes, including the number of classes, any division of classes, the assignment of a yacht to a particular class, the grouping of classes to start together and Courses to be sailed by each class will be determined after the close of registration by a Committee appointed by the Organizing Authority. The decisions of this Committee will be final.

3.3 A list of boats by class, the flag for each class and the group they start with, will be posted by 1800 on Friday 27 January on the Official Festival Notice Board situated at Race Headquarters, and given to each skipper at the Skippers Briefing.

3.3.1 Each yacht will receive a class flag and may receive numbers at the Skipper's Briefing.

3.3.2 Class flags shall be flown from the backstay above the level of the pulpit.

3.4 Skippers Briefing will be at 1800 on Friday 27th January at The Victory Bar, Port Louis Marina

Saturday 28 January Mount Gay Series   0930
Sunday 29 January Ocean Race   0930
Monday 30 January Pursuit Race (Not part of Festival Series) Port Louis to True Blue Bay. Scratch Boat. The South Coast Ocean Series will follow the Pursuit Race   0830
Tuesday 31 January Camper & Nicholsons Port Louis Series   0930
J-24  and other One Design Classes may sail in different areas and at different times.    

3.6 Imray-Iolaire B32 or British Admiralty 797 and 799 are recommended charts of the racing area.

4. ENTRIES

4.1 Entry Forms and information may be obtained from:

4.2 Eligible yachts may be entered by sending a completed entry form, by e-mail, post, or by hand, together with the appropriate fee, and a copy of a valid 2011 CSA, IRC, One Design Certificates or J-24 Class Declarations and Amendments that are available on the website

4.3 Fees: Boats may pre-register by 31st. November 2011 at a fee of US$150.00 (US$100 if they sailed GSF 2011). Boats not pre-registered by that date will be charged a fee of US$200(US$150 if they sailed GSF 2011). Payment should be by certified bankers cheque or credit card, payable to “Grenada Sailing Festival Inc.”

4.4 Entries must be received by 12.00 noon on Friday 27th January 2012.  E-mailed entries will be accepted, provided the original documentation and entry fees are received by the entry deadline. Entries received thereafter may be accepted at the discretion of the Organizing Authority, for an additional fee of US$50.00.

4.5 All boats must report for Final Registration by 27th. January 2012 prior to 12:00 hours and present their valid rating or Class Certificate and complete and sign the Entry Confirmation Form.

4.6 Boats will be scored DNC for any races sailed prior to their Final Registration.

5. MEASUREMENT/RATING CERTIFICATES

A certified CSA measurer will be on site from Monday 23rd. January and will measure boats on a “First come, first serve” basis. Appointments for measurement can be made by contacting the Grenada Sailing Festival Office.
It is the sole responsibility of the skipper to meet the entry requirements, including ensuring that the boat has a valid IRC Rating, CSA Rating or J-24 Class certificate.

6. SAILING INSTRUCTION DISTRIBUTION

Sailing Instructions will be available to boats that have completed registration and paid the entry fee to the Secretariat.

7. PENALTIES

For CSA and IRC classes, rules 44.1 (a) is changed so that only one turn, including one tack and one gybe, is required.  Boats have the option of taking a Scoring Penalty (RRS 44.3). Protests may be heard by an International Jury, appointed in accordance with RRS Appendix N whose decisions shall be final as provided in RRS 70.5

8. SCORING

The low point scoring system of Appendix A as modified by the Sailing Instructions shall be used.

9. PRIZES:

Trophies and Prizes will be presented to the first three places in each class. Trophies & Prizes will also be presented to the Overall Winners in each Class & to the Overall Festival Winner.

10. COMMITTEE DESK:

A Committee desk and the Official Festival Notice Board will be located at Race Headquarters prior to and throughout the event. Protests will be heard at Race Headquarters at a location set up solely for that purpose.

11. RADIO:

During office hours, Race Headquarters keeps listening watch on VHF channel 11 & 16. Race Committee working channel will be noted in the Sailing Instructions.

12. DOCKSIDE SERVICES:

Port Louis Marina, True Blue Bay Marina, Prickly Bay Marina, Grenada Yacht Club. Berthing, electricity, fuel and laundry services are available at these locations.

13. GSF Inc. reserves the right to amend this notice. Any amendments will be posted on the event website and on the official Notice Board at Race Headquarters.
